the biggest danger to the American people, are the corrupt politicians, on Capitol hill, too late the penny will drop on this one, but drop it will, and soon.comfort

Madison was talking about civil liberties and how fear can influence our outlook on liberty/freedom.

We fear riots, so we implement a curfew ... we fear attacks on airplanes, so security measures sometimes are extreme. dunno

If we feel protected, are we more willing to give up a piece of our freedom and liberty?

The challenge is that some sacrifice of liberty is necessary in the name of safety. The concern is that this can go too far. A good example is tolerating the idea of racial profiling or detaining someone because of the way they look.

(as for terrorism... I fear there will always be someone who believes killing is necessary to achieve their goals blues )
