Barcelona - been there quite a few times, trendy yet it has plenty of absolutely everything you can imagine, restaurants, pubs, art, sports, reasonably priced plenty of night life or day life (you choose) and close enough most european places (maximum 4 hour flight).

Civilization has to do with organization, having laws and customs that are fair and morally acceptable, having and showing polite and reasonable behavior.
