That seems like a windfall profit to me; especially when that money earns them interest and little if any goes toward reducing college costs. If so, college costs wouldn't raise twice the rate of inflation.

It's debateable as to whether they really teach anything other than political agendas.

May disagree slightly. I think any not-for-profit is actually a business. It has the same goals as a private business. To thrive and to stay in existance for the benefit of itself and to some degree the population it serves.
