It depends on the personalities involved. I do both...I am very appreciative when a woman makes the 1st move and contacts me. I also have made the initial contact myself.

My contacts are limited though, because I am very shy. There are some guys who would e-mail a woman with a pulse just to see if he gets lucky.

Some women are very aggressive also. So it depends on personality.

Sorry I didn't answer the OP's original question because I believe self-confidence and fear of rejection are another subject that needs deep study and debate.
