There are two main motivators....the expectation of gain and the fear of loss. Use these in step with Maslow's list of needs and you will have no problem correcting with proper applying.

a migration across the United States. Would they be left alone or would they be harassed. Would it not be as important natural act as saving them little fish a while back that stopped oil drilling. Would we just sit back and pickup elephant droppings out of the yard.
