Keep in mind, if a person has their IM on, it doesn't always mean they get the IM.
If they've already closed their profile, the system may take up to 45 mins to recognize their absence, all the while the IM may pop open on your end but not theirs.
If they have stepped away from their computers, obviously any IMs will not be received.
The IMs here are not easy to use. Sending a msg often freezes the ability for the other person to continue typing theirs. These system errors are a regular event & make use of this IM something most are confused by. They may close it, thinking it is broken or not working properly.
They may be in another conversation and your IM is an intrusion, therefore they ignore it. Unfortunately, once the IM setting allows for them, an incoming message can not be prevented. They can be closed but not avoided. (in this case, persistence can be highly annoying... aka, more than two comments)
For some of us, an uninvited IM is rude. It's a bit like walking up to a stranger's house and yelling into their window to try to strike up a conversation, regardless of what they may be doing.
You may find it is better to save that option for once you've already contacted someone.
Try a different system of communication if your IM approach doesn't work.
You have others to choose from for a reason.
