Not that I am saying you agree with me, however, culturally we seem less perturbed by semi nakedness, but still have a slight bias towards socially acceptable, or perceived socially acceptable gender stuff.
And yes I tend to agree with your logic...here it is ok for a guy to be shirtless, but if a woman is it's looked upon differently.That's why the equity question...

but yes america is way different in this regard

eu less violence,less violence in entertainment, less gun violence and more sexual relaxed attitudes
not to say or imply the eu type countries are more promiscuous
as they dont seem to be
but to point out that america is a violence consuming society
and has high teen pregnancy and std rates yet is prudish regarding the body
