Congress’ Secret Plan to Pass Obamacare - CONFIRMED

Leaders in the House and Senate have a plan to pass President Barack Obama’s sweeping health care plan by Thanksgiving without any significant participation by the American public. CNS News has confirmed the details in our September 22nd titled “Passing a Shell of A Bill: Congress’ Secret Plan to Ram Through Health Care Reform.” Nicholas Ballasy reports “a senior aide to Senate Majority Leader Harry Reid (D-NV) told CNSNews.com that it is ‘likely’ that Reid will use H.R. 1586—a bill passed by the House in March to impose a 90-percent tax on bonuses paid to employees of certain bailed-out financial institutions—as a ‘shell’ for enacting the final version of the Senate’s health care bill, which Reid is responsible for crafting.”
This story confirms the four part scenario that would railroad the bill through the Senate using a very unusual closed door procedure to craft the bill with no input from the American people.
The four stage plan to pass Obamacare has been publicly confirmed and is ready to be implemented. The following is a comprehensive update:
Step One: “The Senate Finance Committee will finish work on the marking up of Senator Max Baucus’ (D-MT) conceptual framework for legislation by this Friday.” Progress on this had been stalled and the bill was not passed by the end of last week. Foxnews.com is reporting that the Congressional Budget Office score of the bill will be released later today and a high score may further stall progress on the Committee’s Vapor Bill.  Senate Finance Committee’s progress on passing something out of committee – INCOMPLETE.
Step Two: Next, Senate Majority Leader Harry Reid will take the final product of the Senate Finance Committee and merge it with the product of the Senate Health, Education, Labor & Pensions (HELP) Committee. CNSnews.com has confirmed that “the actual final text of the legislation will be determined by Reid himself, who will consolidate the legislation approved by the Senate Health, Education, Labor and Pensions Committee and the still-unapproved legislation from the Senate Finance Committee. Reid will be able to draft and insert textual language that was not expressly approved by either committee.” Senate Majority Leader Harry Reid will write the final version of Obamacare to be considered in the Senate with no input from the American people. This is an extremely complex procedure that will not be done in public, or in the form of a hearing, or a public conference committee, and only Senator Harry Reid, some other Senators chosen by Reid and Obama Administration officials will be allowed to read the bill before the Senate debate starts. Merger of the bills – IN PROGRESS.

Step Three: Senator Reid will then move to proceed to H.R. 1586, a bill to impose a tax on bonuses received by certain TARP recipients. A senior aid to Senate Majority Leader Ried has confirmed that he will move to proceed to Senate Calendar Number 36, H.R. 1586, or another House passed tax measure, so the Senate can avoid the Constitutional mandate that tax bills originate in the House. Proceed to tax shell of a bill – CONFIRMED.

Step Four: This scenario would most likely be implemented after the Massachusetts state legislature gives Governor Deval Patrick the power to appoint a new Senator and that Senator is seated by the Senate. The Senate swore in new Massachusetts Senator Paul Kirk on September 25th. Change Law of Massachusetts to allow for interim Senator – COMPLETE.
The final step in this plan is for the House to take up Obama care, without amending the legislation, and then sending that bill directly to the President for his signature. Matt Cover at CNSnews.com reports “House Majority Leader Steny Hoyer (D-Md.) won’t rule out having the House vote on the Senate health-care bill without making any changes in it, which would allow the bill to go directly to President Barack Obama without having to pass through a House-Senate conference committee and another round of votes in the House and Senate–and a longer period of public scrutiny of what the text of the proposed law actually says.” This scenario is in the process of being implemented and, if successful, it will result in Obamacare being on the President’s desk in time for Thansgiving with minimal participation of the American public.
The San Francisco Examiner published an editorial today that exposed the fact that the American people can’t see the bill. “When then-Democratic presidential candidate Barack Obama promised not to sign major legislation until it had been posted on the Internet for public reading at least five days, trusting voters took him at his word. Now they know better. Not only is the actual language of what is likely to become the main legislative vehicle for Obama’s signature health care reform not available on the Internet, it hasn’t been given to members of the key Senate committees or the Congressional Budget Office.” The procedure being used, in addition to the exclusion of the American people from the process, should be of grave concern to all who want to participate in democracy and have a say in Congress’ health care reforms that will touch 1/6th of the American economy.

Call the Senators on the Finance Committee and Tell Them to Say NO to the Radical Baucus bill!

The Senate Finance Committee is set to resume its consideration of the health care plan outlined by Senator Max Baucus (D-MT) today. 

Those in the mainstream media and Senator Baucus himself have tried to market this supposedly "new" plan as a more moderate, bi-partisan compromise, however, no other members of the negotiating "Gang of Six," or any other U.S. Senator for that matter, was willing to stand beside Sen. Baucus when he unveiled his plan last week.  

Rasmussen reported yesterday that 56% of Americans now oppose ObamaCare.  Even worse, the increasing list of defeated amendments in the Senate Finance committee is revealing the true intentions of the Baucus plan to be just as radical as H.R. 3200.

Here are a few things you should know about the Baucus bill and what is developing in the Senate:
· The IRS will enforce the individual mandate. Like H.R. 3200, the Baucus bill requires every American (with the exception of a few groups, including illegal aliens and convicted felons) to purchase health insurance that complies with new federal standards by 2013. Those who fail to pay the penalty-which could be up to $1,900 for each individual-for not having health insurance will face legal action from the IRS and will be subject to the same financial penalties as those who evade paying their federal income taxes. Thanks to aggressive questioning by Sen. Ensign (R-NV) last week to inquire how these provisions would be enforced, the Joint Committee on Taxation confirmed via handwritten letter that the IRS would take you to court and undertake normal collection proceedings. The Committee made sure to bring Section 7203 of the U.S. tax code to Sen. Ensign's attention:
 "If there is a willful failure to file, pay, or maintain appropriate records and the  like the taxpayer may be charged with a misdemeanor with a penalty of up to  $25,000 and not more than one year in jail.  Felony tax evasion provides for restitution and a fine of up to $100,000 for an individual and up to five years in  jail."

The public option is NOT off the table. This week, Senators Schumer (D-NY) and Rockefeller (D-WV) plan to offer amendments to replace the bill's "nonprofit health insurance cooperatives" with a public option. Currently, the Baucus bill provides for so-called "co-ops," a term which resulted from fierce grassroots opposition, as well as opposition from every Republican Senator and a handful of moderate Democrat Senators, to a purely government-run option.
· Explicitly provides for abortion funding. Currently, the Baucus plan would subsidize plans that cover all elective abortions.  This goes far beyond that status quo of current law. Sen. Hatch is expected to offer an amendment to exclude government-subsidized abortion funding and protect conscience rights for health care workers. If you recall, the House Democrats approved the Lois Capps (D-CA) amendment in committee a few weeks ago to officially insert abortion into H.R. 3200. Calls are needed to pressure the moderate Democrats and liberal Republican on the committee in preparation for the Hatch amendment vote on Tuesday: Bingaman (D-NM), Carper (D-DE), Conrad (D-ND), Lincoln (D-AR), Nelson (D-FL), Snowe (R-ME).
· List of defeated amendments reveal the true nature of Baucus' plan. 564 amendments were filed in committee, but only a fraction will be offered and receive a vote. Among the defeated amendments thus far was Senator Jim Bunning's (R-KY) amendment to require that final legislative language and a final CBO (Congressional Budget Office) cost analysis be made publicly available on the committee's website for at least 72 hours prior to a final vote. The Bunning transparency amendment was defeated by a vote of 11 to 12, with all Republicans plus Sen. Blanche Lincoln (D-AR) voting in favor-all other Democrats voted NO.
This bill is moving through committee quickly, so your calls are needed to slow it down!  Each day, we are learning that it is increasingly likely that Senate Majority Leader Harry Reid (D-NV) will maneuver to bypass the traditional 60 vote threshold needed to proceed with this bill in order to pass ObamaCare with a simple majority (51 votes) via the budget reconciliation process.  Don't let Congress think the American people have cooled down the opposition. The time to light up the Capitol switchboard is now!

TAKE ACTION!
In addition to your own Senators, please call the Senators who sit on the Senate Finance Committee and tell them that the Baucus bill is just as radical and dangerous as H.R. 3200 and that you expect them to oppose it!  Also, please be sure to urge support for the Hatch amendment while you are making your calls!

Having spent the last 29 years fighting the miscommunication, and differential applications of federal programs in conjunction with state legislation, in three different state across America, your really going to be stepping in it if this healthcare legislation passes. The left is doing this to cover their arses in what is already falling apart all around them. Their rules, and regulations of their glorious past human services legislation has put them in a bind, and they've aborted any chance of a growing society to pay for the factions they've created. Stock up on supplies, and make sure you do your best to assist the elderly, the disabled, let the rest of those cling ons fend for themselves, and we will take back our Republic.

What is the exact number of people who die every day in the U.S. because they do not have health insurance? Emergency rooms are required to treat people whether they have health insurance or not and I haven't yet seen an EMT ask for proof of health insurance when the ambulence arrives.
