Honestly...if it's nice and warm outside I would find a park, river, or some place accommodating for two people to sit without being disturbed...but still not alone.

If it's cold...maybe a coffee shop.

I'm not big on going out to eat....but hey others might enjoy it.

It's also nice to ask your date if they have a preference. They may have other ideas that are more romantic and secluded. Everyone is different.
