Indy you are right, some Governments are already using climate as a weapon, sometimes to provoke rain fall, sometimes to punish entire huge geographic regions with provoking droughts.
These methods are not only financially costly, but environmentally accelerate the rate of dereglation of the wather systems, which is lethal.

Well Oslo, a lot of the scientists that recieved the Nobel Prize along w/Gore disagreed with him...they weren't lockstep. That's not played up in the press...why would they. The press loves the drama.
