I don't think it would be wrong as such but I do think it would be very patronising. For sure in an ideal world every person in every country would be free to choose these options, but as we know the world is far from ideal.
Mainly though, I think the practical difficulties would be immense - figuring out who would bear the cost would be extremely difficult, but I reckon local laws and cultural norms would put paid to any such efforts in many countries.

I didnt mean that bunch of saddo's babe. Its just that I can be quite outspoken sometimes and although I know what I have to say is just an opinion it seems to get peoples backs up.

Riya i agree, however i know a few women who'd have their tubes tied behind their husbands' and religion's back.

I don't see why religion or norms should keep us from doing the right/best thing.
I'm catholic and contraceptive aren't allowed but trust me, i'll be on the nearest pills first thing i'm married because i don't see the priest serving me and my ten kids croissants every monday morning.

Absolutely !! you speak the voice of an educated and aware woman !Woman aware of her needs and rights.

But the woman i was referring to, is the usual woman in such a country as i previously mentioned. Majority of them wouldnt know and so wouldnt do it.
Ignorance , fear and obedience to religion , culture , soicety and their spouse.

Exactly Riya, free sterilisation cannot just be offered, or I suspect more to the point, encouraged, to many of these women without any kind of information and education. Even if educational projects were set up to facilitate such an idea, all the points you raised above would be very serious and valid stumbling blocks.
