I could believe that that is pretty close to accurate. There are probably some men that are slightly more than 13"..(ouch!..lol) and yes..there are men who have practically no penis. There is also a term called "micropenis" in which a man's penis in which a man wpuld be lucky to get an erection of 2 inches or more.
