First of all, we're not a democracy in the US, we're a republic. I don't know what you are in UK, you have a queen and a parliament, so not sure if you guys know what you are.
If the majority of the people in a democracy want recreational drugs to be illegal, yes, they should be.
Making certain drugs illegal without a prescription has helped. The reason for making them illegal was because of the impact on society. Morphine and cocaine use was far more rampant when they were available over the counter. People who want it bad enough can still get it, but the laws do take away the opportunity for most people to try it.
