That statement was in regards of my cousins bf not being good enough and guy that shes been hanging out w/ said this to her.

It means the guy she's hangin out with thinks her BF is way below your cousins' level either in the looks dept, intelligence, sex appeal or all of the above.

That he thinks he's better is open for debate but he obviously wants her to dump the BF and go out with him.
