The only advice I can offer is to tell her to be extremely careful. It could be very dangerous. I wouldn't go if I was her.

Moscow is a very nice city, I believe this would be her chance to visit that historical city, tell her to visit the Red Square, and It's not dangerous, just tell her to be at the hotel before the weather gets dark, in the day light, there is no problem and they are friendly people. I have some very good memories from the last time that I've been there, Remind her to take so many pictures too.

All the best

agree with this, had no problems, as Ricco says, don't be out on your own after dark, but would you in any large city?, Moscow is no different

I agree....it has been many years since I was there. They were still under harsh Communist rule when I was there. But it is a lovely city and safer than NYC!!!!

I got treated very poorly in moscow. People called me dirty names, some even threw rocks at me. Its safe as long as she travels in a group. But warn her very strongly not to wonder away without at least 5 or 6 people.

Yes. For a weekend. I went for a cusins wedding. I was the best man and put on my dress blues instead of a tux. I'm not sure if it was because I was american, or because I was a united states sailor.

Why could it be dangerous? Do you know for a fact or you're just assuming?
I think it's ridiculous , people getting scared of places and not giving themselves a chance to know them .
It's not any more dangerous than most of the big cityes and the same
basic rules apply: don't walk the unlit streets in the night, don't go into the bad neighbourhoods alone....or at all.
But as you mentioned, she't with a legitimate program, they will have adult people with them and the basic safety rules will be inforced before the trip.
Let her go and explore, it might be a unique chance and something she will always remember...and maybe the beginning of her future explorations.
I have never been to Russia but it's one of the places I would love to visit one day.

Wow....something is missing in here.
It sounds rather extreme, to be called dirty names in broad day light and have stones thrown at you....what was the reaction of the otrher people around? What was the sovietic militia doing while you were being abused?
