not good to be low/out of oil and water, BUT if it was still running that's not the problem on why it stops. sounds like it's starved for fuel - meaning fuel filter or weak fuel pump.

I can top that. I started to put oil in my windshield washer tank. It took a friggin month to get away from the greasy windshield. But, the wipers didn't squeak!

Its prolly just a stopped up vent hole in the patrol cap. It causes a vacuum because its not vented.rolling on the floor laughing
