well if your talking ecu could be as simple as changing the eeprom chip to match the engine. That would have to be programed by someone who knows the ins and outs of onboard computers

A little more info about the car in question would be helpfull

such as yr mk mdl current engine

There are quite a few different types of efi

its a toyota starlet. it left the factory with a 1000cc engine then it had a 12v toyota corolla engine put in. there's no ECU with this car just the fuse box and relay's.

You are gonna need the whole wiring harness that went to the 16 v efi to make her run depending on the year of the efi it could get pretty detailed

94
is good after that they started to use built in secuity in the pcm

Basically you need to find out how to give the ecu power when you turn the key on once you have power and ground to the ecu the rest is just hooking up the various connections to the engine1994 corolla srvc. manual will tell you the ecm wiring so it can be hooked into the fuses and relays

unfortunately if you cant do it on your own its probly gonna cost you some bucks to have someone do it for you

I would say if it mated to the 12v yes it should mate to the 16 v as both were from a corolla But there is a slight chance that there are variations such as if the 12v was from a corolla fx or not
