solitare: The form is not important as in most cases it is only 'window dressing' and virtually every State and /or 'fearless leader' who/ that engages in some of the world's greatest genocides and bloodbaths usually loudly proclaim how democratic they are. Form is a far cry from substance. It is almost an axiom that those who proclaim the loudest about what they have or what they are, are ones that have the least of it. Theirs is the world of delusional psychosis similar to the wonderful world of Idi Amin(DaDa!) or the late Emperor Bokassa of the Republic of Congo not to mention the recent enthusiastic genocide carried out in Rwanda and Burundi. Those types crop up periodically all over the world. No one has an exclusive right...or privilege to have them. Form is not substance. Substance implies a sense of morality; having both a personal and national sense of morality usually ensures the rights of a country's citizens in both the judicial and economic sense. India has several fine examples of certain Raj's that walked among his peoples, and listened to their complaints and praises, some would sit at the gate and let all speak their mind to him...those felt it was their moral duty and obligation to do so for all their people; when was the last time that you have ever heard of a politician...a 'professional politician' listen to their voters ...a sense or morality, of justice is the real substance of a country, its leader(s) and its people who reflect those qualities. Most peoples try to better themselves in many ways, even countries as a whole. That is always the best for all peoples, be it a democracy, a republic, or monarchy.

Yeah, is not it interesting that countries that proclaim to be democratic at home, maybe the one that oppress people elsewhere?
Sense of morality and justice should be the substance, I totally agree. This brings a question to mind, does it last long enough to secure equality to people as countries "good" administration changing is eminent? Impechantment is not always possible. Look at the US and the last administration, people were protesting the war in Iraq all over the world and in the US. Could the people of the sense of moratlity and justice do much then? Who could hold leaders accountable to their deeds?
