Imo.No she shouldn't be offended if it's very obvious that she is out to show what she's got.Might be why she wore it to begin with.I think a good rule for a woman to go by is,would I wear this around my dad comfortably? one should not expose what one does not want looked at

but one should not look at something just because it is visible

but with that said

one may be wanting someone to look but just not you (choice is not necessarily an option to the exposer) but that does not stop them from getting upset

all things should be done with discretion if you do not know the lady you should not go looking down their shirt or at their chest if you cant say hi then don't be looking that is just rude
