My uncle was charged with indecent behaviour towards a minor when he was 19. She was 15 but looked 18. When she attended court she was wearing her school uniform but the judge told her to get changed into what she was wearing when she met my uncle. When she did he dismissed the case. If he had been convicted my uncle (a very decent bloke) would have been labelled as a child molester.
If they don't learn the first time that's a different story.
Castration doesn't work. Sex crimes are rarely about sex and if you chop off the organs the desire remains the same but they have to find another way. Usually a more sadistic way.
Shame and humiliation doesn't work. They only work if a person has guilt or remorse about their crimes and these people rarely do and usually will shift the blame to someone or something else if they even see anything wrong with what they've done.

My brother suggests we should sever their spinal cord and turn them into quadriplegics. That way they cannot re-offend and quads are cheaper to look after than to keep someone in jail.
As for letting them out again the powers that be can only obey the law. If you don't like it then it's up to you to change the law. We are a democracy and if you local MP won't listen then throw him out and elect a new one.
