In a country that drives on the right - 1/2 will be involved in head-on collisions.
In a country that drives on the left - 1/2 will fall into the water.
In either case, 1/2 of drivers cannot get onto the bridge.

rizlared, I found the same information.
The photo appears on several hundred sites including mirror images of the one Jim posted and all stating it's an engineering fail. The bridge is complete with railings and painted lanes. Who in management would allow all the trades to complete their work right up to the end of a break (and expect to get paid) with such a mistake? I'm also suspicious why it has 2 pilings so close to each other.
Snopes says it's not Photoshopped.
I'm inclined to believe it was an existing bridge where the ocean floor separated during an earthquake and they are taking advantage of the situation.
