Over here in the states regardless some one who owned a dog such as the one in said photo the owner would be fined if their dog were vicious.In most cases said owner would be fined and the dog taken away and be put down .

I got a big black dog that would look so mean with that muzzle but in reality, he thinks he is a lapdog. Put that on him during Halloween and take him around the place for a walk lol
