C - In doing research on the show, it seems that Norm's lines were scripted, not ad lib.
The ad libbers were actually Cliff & Frazier. In fact, Cliff was a role created by the actor, John Ratzenberger, who originally auditioned for George (later re-named to Norm). Much like the writers of Mork & Mindy, who would allow time for Mork to "go off" (off script), the writers for Cheers did some of that for Cliff.

George was supposed to be Diane's first customer, who was only supposed to have a one word line "Beer !" That was the start of Norm. Norman was actually the character's middle name. His first name was Hillary (No, I am not making that up).

It was stated that Frazier was often given flat lines on purpose, to see how he would (successfully) ad lib. The show never used a laugh track. It was always filmed in front of a live audience. Although he never appeared on the show, Danny DeVito was married to Rhea Perlman (Carla) and often in that audience. Rhea's sister, Heide Perlman, was one of the show's writers.
Lucille Ball was going to play Diane's mother, but she backed out fearing that she wouldn't be accepted in a role other than Lucy.

Cheers is the only show that ranked last and first in their history and Frazier holds the record (20 years) of playing the same character consecutively in a sitcom (adding Cheers & Frazier together).
Interesting history. I did like Cheers and have been to similar places like it.
I was too busy watching Friends.
