That was a misuse of the word 'bipolar' and given the thread title is associating the illness with negative perceptions.

Bentlee its numero uno not numero un . "un" is French as in un ,deux, trois.
Why doesn't Bentlee's sense of humour count as a cultural difference when running people over in the street does?

And whilst we are at it, how can you expect people to tolerate other people who cause great harm when you're cruel to those who never hurt anybody?

The aspect of culture I was referring to is 'the ideas, customs, and social behaviour of a particular people or society.'

The cultural difference between UK traffic and that of Hanoi in the video appears to be written rules versus unwritten rules. We may perceive the video as indicative of insanity (extreme foolishness, or irrationality) from the perspective of a culture which has written traffic rules, but there are clear behavioural patterns suggesting rationality.

From observation of the video alone we cannot establish which culture (written rules versus unwritten rules) has more fatalities, or injuries, or why. We cannot establish what we can learn from each other's culture and whether any ideas, customs, or social behaviours can be transposed effectively to reduce road deaths and injuries in either area.

All we can say from the video is that there is a cultural difference between Hanoi and UK traffic behaviour.

Bentlee's statement about Bipolar Disorder is not a cultural difference because his idea of bipolar is clearly inaccurate. Why would it be beneficial to have a traffic director who over time experiences periods of both depression and mania?

Although we have a growing culture of inaccurately using psychiatric terminology in every day speech which is a part of Bentlee's culture and not mine, I can say it's not merely a cultural difference because of his inaccurate portrayal of the disorder and the potential negative impact of that.

Asumming the first comment was directed at myself, then perhaps this one was too.

I don't know who you are referring to with respect to people causing great harm, nor who you think I have been cruel to who never hurt anybody. confused
I can't see why a bipolar person couldn't be in charge of traffic there, they'll do their own thing anyway and it keeps someone gainfully occupied.
The situation is dire here.

This traffic is "insane"? Try seeing so many pedestrians and pavement in either Paris or even worse, Rome!laugh
