Because the thief is prepared to go in and thief some dude who's likely to be armed with an assault rifle whereas the dude who's at home sleeping peacefully is not prepared to be robbed on that particular night. Certainly, we could all live in fear and take rounds guarding the windows etc at night instead of sleeping but I let you be the judge of the practicality of such a thing.
