Divine intervention or just luck?
I cannot explain this. No matter how much I go through it, in my mind, I simply cannot explain what happened today.Yesterday, after work, I went to do some food shopping. When I got home, my keys were missing. I retraced my steps, but I couldn't find them. I phoned up my landlady, who came by and unlocked the front door and my room. She then told me she would be back today with a new set of keys.
I went to bed, not sleeping well at all. I lost a set of keys. Both to the house, but also to my mothers place as well.
This morning, I was late getting out of the door. This is where the unexplained happened. I was waiting for the bus, and as I did, a road construction worker came up to me. "Good morning. You look like a nice guy. I was wondering if you could help me with something?"
I'm always up for helping, so my response was "Sure, what do you need?".
"I found these keys, and I was hoping you could get them back to whoever lost them."
I looked down into his hands - he was holding my exact keys, that I lost the day before.
What are the chances, that this guy and me were at the exact same spot, at the exact same time? And that he had my keys? He could have gone about his day, not coming up to me, and I would have lost my keys forever. I told the story today to my coworkers, and one of them went "It's divine intervention, for sure! The Universe has rewarded you. God is with you and He loves you!". It's one of those things that cannot be explained.
I should buy a lottery ticket..

so I would say its a bit of both.
The bloke picked your pocket, took your keys.
He copied your keys.
Then he gave them back to you so that you wouldn't change the locks.
The story is just too perfectly co-incidental.
Now, assuming this was not a very busy bus stop and that this was early in the morning, then the chances of him come across you before anybody else after spotting the keys are pretty reasonable in my view. He probably asked you for help because he reckoned that you might be a regular there. Basically, although the chances were probably not in your favour, I don't see this as that impossible.
As for divine intervention, I cannae help but wonder sometimes: God heeded your petty plight for your keys whereas he couldn't be bothered with that of some poor, miserable, innocent kid starving to death in Africa? Why would you be that much more important to God compared to the hypothetical (yet all-too-real) kid in question?
That said, I do have a tendency to indulge in your same thinking sometimes. May God forgive me for doubting this much.

I find that as odd as Phil finding the keys in the way that he did in the first place, or perhaps that's just me.... over thinking things again

The worker saw you as trustworthy so entrusted you would find the owner of those keys
Did he see that You were the owner or had he already moved on?

And as to @ab writing coherently - well we all have moments of aberration, deviance and inconsistency. He had an off moment - don't worry, he'll revert. I now have acquired automatic skipover syndrome - see $ eye or ellipses and lo! passover has arrived.
You appeared to be bothered by it so you had probably already considered some of the potential problems that could arise, but that's why I pointed out the possibility that occurred to me.

Sometimes you hear people saying things like "I wish I thought of that". Well, my job is done, I can rest easy.
There is a 50/50 chance that the guy is good or bad.
Either he copied the keys or he did not.
Only you were in the situation to observe and judge events, the information we had was sketchy. Things like, can your door be seen from the bus stop, did you see the guy actually working on the road. And of course his demeanor.
