Yes certainly if one uses an Eprom writer )which costs more than the gun) one can reprogram the Eprom or substiture their own Rom chips. Having built several perfectly working pistols myself from billets of metal using machinist drawings abd aksi 3D plastic printed Glock-ish frames via 3D CAD printer programs I would suspect that is easier than trying to reprogram one of these guns. The point is if your 3 year old grabs it, it will not go off. Likewise if the burglar or robber gets it out of your hand, it will not go off. I concur that if someone with the equipment to reprogram it or install new chips gets it, of course they can get it to work, but it would be easier to just make a gun from scratch.
The US State pf New Jersey passed a law a few years back that once a smart pistol entered the market and is commercially available, within one year in that state all new guns sold must use that technology. Yes, older used guns will rise in value for some, but the odds are excellent that those with small children, police officers and some folks that live alone will begin switching to these just to reduce the odds of something bad happening.
