Looking for a best friend

My name is Dorothy and I am looking for a long lost friend. His name is Oscar Ruiz Tapia and I think he is now in Miami but I am not positive. I have not seen him in many years and I do miss him so, his magical voice and his wonderful sense of humour. Can any one help?
