If you can find that out you will be doing better than everyone else who has tried. Haarp, chemical spraying etc all seem to lead towards the Depart for scientific research into Meteriological controlling of our weather. But they all deny it.
Funding is proberbly coming from the Powerful 7 which may be more by now. Rothchilds will be involved some where. Abama is only a pawn in these things
