I believe it happened in Bakersfield, Kern County, California around May 15, 2013.

Every Police Department has a SOP, standard operating procedures and training. Obsiously, these officers felt they were above the law.
From what I read, Silva might have been confused and dysfunctional, not being able to respond to the officers lawful order. They might have asked him to move and since he was unable to reply coherently or obey the order, they used force.
The problem is that they were 7 officers beating him with batons and they must have been so enraged as they didn't stop.
These officers might be charged for excessive force and murder in 2nd degree. Maybe Federal civil right's violation if they hit him because he was Latino. It is sad part is for his family and compensation will not bring him back.
And they use it...
without any other details, i cant see any reason, for a "pack" to control one person this way; much more when that person is under "control"...
but reading the article and quoting " after the police confiscated the cell phones of two witnesses who recorded the altercation. When they returned the cell phones, one of the videos had been erased,"... in my mind those in the "pack" act illegally... and as "God"...
This looks like a "pack" behavior... there are bad cops..and good cops, and should be investigate, and punished !!

Let's keep in mind that law enforcement officers in the U.S. come from the same pool of private citizens as doctors, factory workers, retail managers, carpenters, and on and on and on...
What these deputies did was wrong and they deserve the same justice as any private citizen...no more no less. Please remember that they are in no way representative of the majority of law enforcement officials who every day put their lives on the line to serve and protect.
