History...
Groundhogs (aka hedgehogs, whistle pigs, woodchucks) break hibernation this time of year. The weather lore holds that when they emerge from their Winter burrow, if they see their shadows, it frightens them, they return to their holes & Winter will continue for six more weeks.

If, however, it is cloudy, they do not see the shadow, so they remain out of their Winter abode and...WINTER ENDS!

As with most weather lore, there is a kernel of truth in Groundhog Day.
We are now approaching mid to late Winter.
If cold Northerly weather systems persist, they bring high pressure & relatively dry air. Early mornings do dawn fair & clear.
If, however, more Southerly systems start to prevail, they bring warm moisture-laden air, hence overcast mornings.
It is, of course, an imprecise method. But then, all weather prediction includes some element of impression.
Jimmy does have a 20% chance of being wrong, Jim. We have that hope to cling to!
Still, I like it better when he unequivocally says, "SPRING IS HERE!!"
