The Language of the Eyes
No or little direct eye contact is a classic sign of deception.A person who is lying to you will do everything to avoid
making eye contact. Unconsciously he feels you will be able
to see through him—via his eyes. And feeling guilty, he
doesn't want to face you. Instead he will glance down or his
eyes may dart from side to side. Conversely, when we tell
the truth or we're offended by a false accusation, we tend
to give our full focus and have fixed concentration. We lock
eyes with our accuser as if to say "You're not getting away
until we get to the bottom of this."

I don't agree with you.
An accomplished liar will look you square into the eyes while lying.
I happen to know a few of those...in real life!
In Africa it is considered bad manners to make constant eye contact, an attempt at domination. Anyone who does it sees themselves as your superior, which can go down like a lead balloon and cause a lot of misunderstandings in cross-culture communication.
I made the experience with two people who have a Narcissistic Personality Disorder that they always looked into my eyes - when they talked and also when I talked to them. They can lie looking into your eyes because you doesn´t matter to them and, like Daniela says, they have no consciousness for guilt. Also they live in their own created reality, in a construct, and often believe their own lies are facts or the truth.
When a tool didn't work as it was expected, two sides might better to check.. The tool and the humans.
The tool.
The detector might be a bad quality one in the name of saving money.
The humans
The interrogators didnt have a good tactic
Or
They forgot to switch the detector on
Or
The suspects were well trained con artists
