The ambitions and borders of old Earth are carried to galactic( or is it universal?) scale. A weird combination of science and esoteric touches. The long stretches devoted to circumvoluted political maquinations could be shortened to advantage. Reminds me too much of some current situations - I guess the story would have benefited from a more "fictional" choice of names; as it is, it sounds another piece of Amerikana.
