A dll. file is a file that allows a program to run.
If you look at where the error was located, its in your program files/mywebs.

What I'm guessing is that while browsing on the internet, you went on a bad site and they tried to download something to your program files.

But failed to load the Registry file, or the DLL. file.
You shouldn't worry about it too much, probably you should run a virus scan to be completely safe.

It is part of " my web search bar" and is basically nothing but spyware.

here is the fix

however
if it were me, I would do a "search files and folders"- Myweb and delete it, so it will no longer try to run as an explorer add on.

if you try to delete it, make sure no browser or outlook express are open.

This WILL NOT affect you web searches.

ccleaner is excellent

your message belongs to my web search toolbar, which is spyware, besides, your entire web browser is a search toolbar anyways so there is no reason to add more toolbars.

get rid of it.

firefox is safer than ie.
