Yes if they have their "Who's Viewed Me" turned off. But that would mean they wouldn't be informed of who views them either.

If they arent signed in they dont show up on the list.

Re-affirming that you can view without being added onto the list by not signing in - this is one of the few sites that allows you to do that.

I know men are viewing my profile. But none are listed. Only women are listed cause of om preference setting. 
When I put my profile up to be reviewed, there is a tally of how many have viewed my profile at the bottom of my profile.

They still have the tally count. I just put up my profile to be reviewed.

Exactly. So yes, they can be signed in and still not show up in yours, even though yours is turned on, because they have theirs turned off.
