We have several married members on here. But the ones that I know of met here and then married.

No, it's not against the rules. Some people use this site as a social site (or other). If you don't want married people (who confess to be married) to contact you, you can change it in the "who can contact me" area. But you would be well advised to ask the question anyway.

Anyone here could be married. Anyone could have a fake photo or a profile. I still personally prefer this to picking up guys first and trying to get to know them later. A guy on the streets could also lie about being married.
