Good question....lol. Ciggerettes seem to get used more as currency than anything else - according to movies about prison anyway. For the genuine smokers, it would really suck being sent to prison for life and knowing you could never smoke again. Most of them seem to struggle with ways to just pass the time and smoking is a past-time, albeit an unhealthy one.
Would it make would-be criminals think twice? I don't think most people are thinking clearly about the ramifications of a crime when they commit it. If they considered it all, they wouldn't do it. I wouldn't be surprised if they do ban smoking in prisons someday. I'm sure a prisoner could bring a successful action at law for getting cancer as a result of being a passive smoker.

Wonder where he would spend all that money.
Most likely it would be confiscated anyway,and used on behalf of his Victims.
