My cousin is 1 year younger than me and he has never had a girlfriend in his life,I don't think it is bad.I can just imagine that it can become lonely after all that time without experiencing a relationship.

At 21, I wouldn't worry about it. If you were 40 and never dated, then I would say you might have a problem.
