Personally, I'd rather hear "I love you" because when someone is IN love with me she could always also be OUT of love from me but " I love you " sounds more stable to melaugh

I sway towards "I am in love with you".

To say "I love you" is a term of endearment... friends say it to friends, you say it to your family members.

"I am IN love with you" however, is much more a feeling of romance and commitment.
