If by luck, you mean, the outcome of the ability to position yourself at the right place & time - then yes - but, luck in this instance is merely good planning...as is most luck...

No. Luck is something that, good or bad, we have little or no control over it happening. Not to be confused with fortune,of course. Good fortune, or bad, will have an element of our own participation in some way.
I believe that there is a certain amount of our own destiny we can have some influence on but not all. The incidents we cannot control, the key factor is how we deal with them....?
