But another could be "people who are not American citizens, natural or naturalized". If you've lived here long enough and cared enough to become a citizen, then you're an American. And if you're not, you're a foreigner, as in "someone who's passport doesn't list them as an American Citizen".

No, first we have to find out what the suffering is. How in the heck are we supposed to point the finger of blame properly when we don't know the price nature of the abomination? But if you want to write an apology to the world on behalf of your fellow liberals as a political statement (it's an election year, so it's understandable), please go ahead. But try not to be too general and state the specific suffering. Otherwise it just sounds a little silly to be apologizing for... some generic sort of.... everything "those doggone evil corporatist conservative fascist pigs" did. :)
