A 14 year old girl was mauled to death by four dogs is it bad dogs or bad owners ? should there be a test before people aare allowed to own dogs ? whats your opinions

Was working at a house a couple of years back, the owner told me a story about his milkman..The milkman turned up but but the householder noticed his hand and arm covered in bandages. he asked the milkman what had happened. This is his story...He got home from work as usual, the kids where at school his wife at work. The dog was in his basket, but unusually the dog came to great him. This time the dog stayed in his bed. He went over to say hello to the dog, stuck out his hand to stroke him, the dog went crazy grabbed his hand, ripping most most of his thumb off, apparently the thumb was just dangling by skin, he had to fight his way out of the room and lock the dog, a large Staffy. The dog was eventually put down.. The vets discovered a brain tumour in the dog.. These can be the realities of owning a large powerful dog. suppose this had happened a few hours earlier when the kids where at home?
