Hi,
You can click on their profile & put your message on one of their photo's ( photo comments ). Only trouble is everyone that views that persons profile will see your message

Hope that you see them in a thread and quickly tell them what happened. They might say that your area isn't blocked and it's probably true. I've had the same situation with people that are in a state close to me. The way to contact them is to ask them to send you an email. That will open the block.

I went to edit settings and changed to accept from all countries.., might have been I missed that when I signed up
