It already has been.
When you retire, instead of a monthly Social Security check you'll get SS shares that you can either sell immediately at whatever the market price happens to be, or you can save them up and sell them later when the price goes up.
It'll be fun.

There's no real reason it couldnt be but theres one big problem in that the SS system has to provide (at presumably pre-set rates) for all eligible claimants.
A major economic downturn or an outbreak of some nasty disease might be devastating for its financing. I dont imagine the people would enjoy bailing out a bankrupt SS company any more than they enjoyed bailing out bankrupt banks...
