Hizbolla are friendly with Assad people, and as Syrian Government is run by Assad its unlikely the UN would do anything. In an event the UN has its hands a tied by Russia and China who support Assad
Other than sanctions the UN does not punish anybody. So don't hold your breath

Oppressive minorities who want to dominate others always claim they are the victims whilst asserting all their energies in undermining other sovereignties.
Hizbolla is nothing but one such group. They continually complain about Israel, yet they provoke war at every opportunity hiding amongst civilians and striking like cowards from behind these human shields.
It is the greatest form of cowardice. There are groups like this everywhere. al-Qaeda is another similar organisation that promises its followers glory and lust in heaven while they oppress the innocent who they control by force, death, and extreme religion.
Law is only obeyed by the law abiding. Lawless people will always break the law. And these groups are lawless in their operations.

The UN passes resolutions, telling countries do this or that,unfortunately most of those resolutions,fall in deaf ears. Unless is in the interest on the 5 permanent members,then and only then,intervene. Is like an unwritten code of contact,between the 5 permanent members,"don't intervene in my geopolitical intrerests and i will not intervene in yours".-
