He may be right or wrong. It depends on a couple of things. Were the tires "directional" or not? If so, the tires have to stay on the same side of the car. If not, they can be mounted anywhere he wants.
If they are the same size then it is a good thing it is called a tire rotation and it is recommended I would say about every 5000-10000 km for proper wear on the tires. Here this should help you with the right rotation pattern for a specific car.

It isn't wrong, but is only useful in certain cases.
It's quite common to do that as they tend to wear faster on the front than the back, only problem is they all wear out at the same time so you have stump up for 4 new ones instead of just 2.
