Yes, Mr Bogart, here like in France or most of any other countries in the world, corruption is much tolerated. These are more interpersonal things usually. But sometimes on much bigger scale too. Just like in USA or UK. 
I visited Bulgaria in 1997 I ve been in Belene near Tuna river.Velico Turnevo city also.But it was the post communist times empty airports,slow busses but very good cigarettes named Credets and President.
I will never forget their taste.Also noticed that NODS is yes and Also i can be your penpal but because of the corona virus hoax probably it is not a good idea.But you decide.

Dude you totally did NOT mention a huge variety of natural beauties your country has, from valley of roses to Koprivtchica area intact nature. Those are all cards of huge value imho, ne li?
