Karzai well knows that his days are numbered when the Western troops exit Afghanistan. He tries to shore his presidency by letting elders and old religious extremists reintroduce sharia laws to appease them. Human Rights Watch is not going to change that in this tribal society. The Taliban is waiting and they know they will regain some power in a new government. The country will fold back to its old ways and all moderates will disappear into exile.
