From Ofcom website, not sure if it applies to Ireland but:-
"Unlocking is not illegal.
It is a process that takes place when you change mobile supplier and your new supplier needs to change the SIM settings of your handset which was issued by your previous supplier.
Usually, mobile service providers require a minimum contract or service period to expire before they unlock your phone. Most service providers charge a fee for this service.!
