Using an unregistered vehicle on a road is an offence. However, if you are fined for using an unregistered vehicle you will have a defence against a ticket for using an unregistered vehicle if your vehicle is: • an official vehicle of a visiting military force • a vehicle being operated on a road that is closed to ordinary vehicular traffic under regulations • a motor vehicle normally propelled by mechanical power that is being temporarily towed without use of its own power • a trailer attached to a tractor, traction engine, forklift, a self propelled machine that’s designed for specialist industrial purposes
So, do I dress up my Elantra as a foreign tank, a mowing machine or a forklift arrange road closure orders wherever I wanna drive or just tow it everywhere (using a non exempt / properly licensed vehicle?
Case of Guinness is simpler AND effective ... besides Pedro is in IRELAND !

I suggest if your Elantra is white register as an ambulance used for transporting old people to med centres , if its black register it as a hearse for carrying old people to dead centres . Christ , if Napier can have 250 hearse's Waikato can have a couple more .

Focus man ... neither hearses nor ambulances are exempt from road user charges !!!
I lost two cars to emissions test. One is still standing in the field out back. My handicap van recently failed emissions test, but after 650 dollars of mechanic services it is in compliance again. Cheaper than buying a new auto.
1) Check the airfilter is clean - when you take the lid off to chack it remove it completely and esp look at the underside ... that's generally the 'dirty' side!
2) Check the sparkplugs are in good condition and clean - if they're old with worn electrodes then they're never going to manage to ignite all the fuel. If they look sooty that's a good clue to 1 above needing attention!
3) If it's a fuel injected motor then check the airmass sensor ( it's on the engine side of the air intake) is also clean and be sure it's facing the right direction ( arrow pointing to the engine and not the filter)
Glad to hear you got you van back on the road, that's gotta make a BIG difference in your life I'd bet :-)
